एकाउन्टबिलिटी ल्याब नेपालले आज यहाँ आयोजना गरेको कार्यक्रममा सेवाग्राहीको कामप्रतिको मूल्याङ्कनका आधारमा पाँच जना कर्मचारीलाई आइडल घोषणा गरिएको हो ।

काठमाडौं –देशकै ठूलो शिक्षण संस्था त्रिभुवन विश्वविद्यालयको रजिष्ट्रार कार्यालयले सूचनाको हकसम्बन्धी ऐन र संविधानको बर्खिलाप हुने गरी नागरिकको सूसुचित हुन पाउने हकको हनन् गरिरहेको छ । 

प्रत्येक नागरिकलाई आफ्नो वा सार्वजनिक सरोकारको विषयमा सूचना माग्ने र पाउने हक हुनेछ भनी नेपालको संविधानको धारा २७ र सूचनाको हकसम्बन्धी ऐन २०६४ को दफा ९३० मा व्यवस्था गरिए तापनि त्रिविले यो हक कार्यान्वयन गर्न आनाकानी गरिरहेको छ ।

राज्यसँग भएका सबै सूचना जनताको हो। सरकारले ती सूचना सुरक्षित र व्यवस्थित गर्ने जिम्मेवारी लिएको मात्रै हो। जनताले चुनेको प्रतिनिधिले थाहा पाउने, थाहा पाउन सक्ने कुनै पनि सूचना जनताले पनि थाहा पाउनुपर्छ। जनप्रतिनिधिले थाहा पाउने तर जनताले थाहा नपाउने भन्ने हुँदैन।

अहिले सरकारका प्रवक्ताले बैठकलगत्तै मन्त्रिपरिषद्को निर्णय सार्वजनिक नगर्ने गरी गरेको निर्णय आम नागरिकका बीच आलोचनाको विषय बनेको छ । खासगरी, मिडियाले सूचना पाउने अधिकारको कटौतीका रूपमा यसलाई लिएका छन् । केही पूर्वप्रशासकले यसलाई सकारात्मक माने पनि सूचना आयोगका प्रमुख आयुक्तले पनि सूचना रोक्नु गलत भएको बताएका छन् । तर सरकारले भने सूचनाको परिपक्वताका लागि यस्तो व्यवस्था आवश्यक रहेको र जतिबेला सरकारका निर्णय सार्वजनिक गरिने हो, त्यसबेला फेसबुक लाइभ गर्ने बताएर आफ्नो बचाउ गरेको छ।

Lawyers have called the government move to withhold Cabinet decisions from the press and public for a week as acting against the spirit of the constitution and Right to Information Act 2007. .

Senior Advocate Dinesh Tripathi said the decision violated the Right to Information Act, which stipulated that information should be disseminated immediately. .

Prime Minister KP Sharma Oli today warned his Cabinet colleagues not to reveal Cabinet decisions until the government spokesperson did so.

In today’s Cabinet meeting, the PM reminded his colleagues that the last Cabinet meeting had decided that only Minister of Communications and Information Technology Gokul Prasad Baskota, who is the government spokesperson, would reveal Cabinet decisions to the media.

Chairperson of the National Human Rights Commission Anup Raj Sharma today said the new penal code contained ambiguous words that could be used to punish journalists.

He said this at an interaction organised by the NHRC to dwell on issues related to the freedom of expression.

The connective power of social media has provided direct access to individual voices, enhancing their democratic input as well as that of communities. But this very nature of the social media—its ability to transmit information in real time and mobilise crowds — has stirred fears among those in authority and has fostered newer modes of surveillance and censorship.
