Corruption is the abuse of delegated power and authority for private gains. As corruption is a chronic disease, it blemishes every society and economy. With its many manifestations, corruption thrives at the expense of rule of law, transparency, accountability, human rights and socio-economic development. It not only paralyses democratic institutions, civilisation and erodes trust and social values but also affects the justice system and equality.

नेपालको संविधान, कानुन र प्रचलन अनुसार आगामी जेठ १५ गते संघीय सरकार, असार १ गते प्रदेश सरकार र असार १० गतेभित्र स्थानीय सरकारहरूबाट आगामी आर्थिक वर्ष २०८० ८१ को बजेट जारी हुनेछ । प्रस्तुत सन्दर्भमा ७५३ वटा स्थानीय सरकारहरूले बजेट जारी गर्दा ख्याल गर्नुपर्ने पक्षहरूका बारेमा चर्चा गर्ने जमर्को गरेको छु ।

सूचनाको हक नागरिकको जन्मसिद्ध मौलिक हक हो । नेपालको संविधानद्वारा प्रत्याभूत मौलिक हकमध्ये यो प्रमुख नागरिक हक हो । सूचनाको हकलाई नेपालको संविधानको धारा २७ मा व्यवस्था गरिएको छ । सूचनाको हकको प्रयोगबाट नागरिकले सार्वजनिक निकायमा रहेको आफूसँग सम्बन्धित व्यक्तिगत तथा सार्वजनिक महìवका सूचना प्राप्त गर्न सक्छन् । पारदर्शिताको कार्यान्वयनलाई प्रभावकारी बनाउने प्रमुख माध्यम सूचनाको हकको कार्यान्वयन पनि हो ।

सुर्खेत । खुला आकासमुनी चोयाको डोको । वरिपरि हरियाली वातावरण । नजिकै एरियल नभएको रेडियोमा बजेका राष्ट्रिय अन्तर्राष्ट्रिय खबरहरू सुन्दै बाँसको चोया निकाल्दै डोको बुन्न व्यस्त थिए दैलेखका बलबहादुर थापा । दैलेखको ठाटीकाँध गाउँपालिका– २ का थापा उमेरले ६२ वर्ष पुगे । उनको सारथी हो रेडियो । उनको नेपालसहित विश्वभरको सूचना प्राप्त गर्ने मोह यो उमेरमा पनि घटेको छैन, झनै बढेको छ । गोठालो जादा हातमा लौरो र काधमा रेडियो उनको अनिवार्य नै बनको छ । कसैको रत्यौलीमा पुग्दा समेत उनको काधमा झुण्डाइएको रेडियो घन्किरहेको हुन्छ ।

Classifying information of public importance as secret raises questions about the govt's intent

The government's decision to classify 87 kinds of information as confidential, and thus requiring them to be kept secret, has met with resistance from media organisations and forums working for the right to information, or RTI.

लोकतान्त्रिक विश्व समुदाय ‘खुला सरकार’को बहसमा रहेको समयमा नेपाली समाजलाई अँध्यारो युगतिर फर्काउने सोचसहित सूचनाको हकलाई संकुचित गर्ने प्रयास भएको छ । 

संविधानले नै सुनिश्चित गरेको सूचनाको हकलाई संकुचित गर्ने ढंगले सूचना वर्गीकरणको प्रस्ताव मुख्यसचिव नेतृत्वको समितिले गरेपछि सरोकारवालाहरूले विरोध गरेका छन् । सूचनाको हकको शक्तिबारे बुझेका राजनीतिक दलका नेता बोल्न थालेका छन् । 

Right to information (RTI) holds a lot of importance when it comes to maintaining transparency and establishing good governance. Democracy fosters only on good governance whose main pillars include transparency, rule of law, responsiveness, accountability, participation, consensual decisions, equity and effectiveness, among others. As RTI is a crucial tool for promoting good governance, the former is often regarded as a synonym for democracy. There is no doubt that the RTI is a major instrument of promoting human rights and enhancing citizens’ sovereignty.

Efforts to curtail freedom of expression in Nepal continue under various guises. The government’s Committee on Classification of Information headed by Chief Secretary Shanker Das Bairagi, working in complete secrecy, recently classified 87 types of information as “confidential”. This means the public cannot see such material.

ज्ञानको कुनै सीमा छैन । मानिसले थाहा पाउनु नपर्ने पो के छ र ? किनभने यो संसारको सबैभन्दा चलाख प्राणी जसले भाषाका आधारमा अरुले पनि बुझ्ने गरी कुरा गर्छ र आफ्नालागि मात्र नभएर सबैका लागि जानकारी तयार गर्छ, आफू पनि सुसूचित हुन्छ , आफूले जानेका कुराहरु सबैलाई जानकारी दिन्छ । र पनि सबैलाई सबैकुरा थाहा हुँदैन र सबैलाई जानकारी एकैपटक, एकैप्रकारका जानकारी दिन पनि सकिँदैन । सायद त्यही भएर सञ्चारका माध्यमको विकास भएका होलान्, अनि मानिसहरु ती माध्यमको भर परेर आफूलाई सुसूचित बनाउन थालेका होलान् ।
